President Trump urged the Senate to quickly pass legislation making daylight saving time permanent after the House approved the measure by an overwhelming bipartisan vote last month, ending the twice yearly ritual of changing clocks that has governed American timekeeping since World War I.

The House voted 308 to 117 for the Sunshine Protection Act of 2025, which would lock the country into the time currently observed from March through November unless individual states opted out before the law took effect. Twenty-two Republicans and 95 Democrats opposed the measure, citing concerns about dark winter mornings and disruptions to school schedules.

Senate Faces Uncertain Path

Despite the strong House majority and presidential backing, the bill faces an unclear timeline in the Senate where similar legislation has stalled in previous years. The Senate unanimously passed an earlier version of the Sunshine Protection Act in 2022, but that measure died in the House without receiving a vote before the end of the congressional session.

Senate Majority Leader John Thune has not committed to bringing the current bill to the floor for a vote, suggesting he wants to gauge support among Republican senators before scheduling debate. Some members have expressed reservations about permanent daylight time, preferring instead to make standard time permanent or maintain the current system of seasonal changes.

Competing Visions for Permanent Time

The debate over permanent daylight saving time versus permanent standard time has divided lawmakers, sleep researchers, and advocacy groups. Proponents of permanent daylight time argue it would reduce traffic accidents, lower crime rates, and benefit retail businesses by providing more daylight hours for shopping and outdoor activities during winter evenings.

Critics including the American Academy of Sleep Medicine warn that permanent daylight time would force millions of Americans to wake and commute in darkness during winter months, potentially disrupting circadian rhythms and harming public health. They argue permanent standard time better aligns with natural daylight patterns and human biology.

State and Regional Complications

The bill allows states to exempt themselves from permanent daylight time and remain on standard time year round, similar to current law which permits states to opt out of daylight saving time. Arizona and Hawaii already stay on standard time throughout the year under existing statutes.

However, this state by state approach could create confusion in regions that cross time zone boundaries or where neighboring states make different choices. Business groups have warned that a patchwork of time standards could complicate interstate commerce, transportation schedules, and broadcast programming.

Secretary of State Marco Rubio championed the Sunshine Protection Act during his years in the Senate, introducing the legislation multiple times before his confirmation to the Cabinet. His advocacy helped build Republican support for the measure, though Democratic backing has fluctuated based on concerns about implementation details.

Whether the Senate acts before the November midterm elections remains uncertain. With legislative attention focused on spending bills and judicial confirmations, the time change measure may not receive floor consideration until after voters head to the polls. If the bill passes, Americans would experience their final fall time change in November 2027, permanently staying on daylight time beginning March 2028.
