President Trump signed a proclamation Monday adjusting tariffs on aluminum imports and establishing an incentive program to revive domestic smelter production, the White House announced. The move marks another step in the administration's campaign to rebuild American manufacturing capacity.

The proclamation directs Commerce Secretary Howard Lutnick to create a program encouraging companies to build, expand, or refurbish aluminum smelters within the United States. Companies that invest in domestic production facilities would qualify for more favorable tariff treatment under the new framework.

Smelter Incentives Target National Security Concerns

The United States currently relies heavily on imported aluminum, a strategic metal essential for defense applications, aerospace manufacturing, and infrastructure construction. The administration has framed aluminum production as a national security priority, arguing that dependence on foreign suppliers leaves America vulnerable in times of conflict.

Under the new incentive structure, companies using at least 85% American steel and aluminum in their capital equipment could qualify for reduced duty rates. This encourages not just domestic aluminum production but also supports the broader American metals supply chain.

The Commerce Department will oversee applications and certifications for the program, working with industry stakeholders to identify potential investment opportunities across the country.

Building on June Tariff Adjustments

Monday's proclamation follows tariff amendments Trump signed in early June that lowered duties on certain steel, aluminum, and copper derivative products. That action reduced tariffs on agricultural machinery and residential heating and cooling equipment from 25% to 15%, providing relief to manufacturers who use imported materials in their products.

The June proclamation also established the framework for companies to qualify for reduced rates by increasing their use of American-made materials. Monday's action extends that approach specifically to aluminum production, creating dedicated incentives for smelter investment.

The aluminum industry has shrunk dramatically over recent decades, with most American smelters closing due to competition from cheaper imports, particularly from China. At its peak in the early 1980s, the United States produced over 4 million metric tons of primary aluminum annually. Today, that figure has fallen below 1 million metric tons.

Oklahoma Project Tests Local Support

The administration's push for domestic aluminum production has encountered local resistance in some communities. In Inola, Oklahoma, a proposed smelter backed by Emirates Global Aluminium faced pushback from residents concerned about environmental impacts and industrial expansion in their rural town.

Trump personally wrote to Inola officials urging approval of the project, which represents a major investment in American aluminum capacity. The town council paused consideration of the proposal in early July while weighing resident concerns against the economic and strategic benefits.

Oklahoma Primary Aluminum, the local subsidiary developing the project, has invested tens of millions of dollars in the site and warned of potential legal action if the town blocks the development. The dispute highlights the tension between national industrial policy goals and local community priorities.

Industry analysts expect the new incentive program to attract additional smelter proposals in states with favorable energy costs and regulatory environments. Whether those projects gain local approval will determine how quickly American aluminum production can recover.
